What’s In A (Hurricane) Name?

It’s being reported that we’re running out of storm and hurricane names for 2020. I don’t understand how that happens, how we run out of names? From what I can gather, they come up with a list of names before the season starts and then they run through it. This year, they had 21 names. They’ve used 20. But why can’t they just add new names to the list? All I could dig up is that the names are pre-chosen by the World Meteorological Organization using a “strict procedure” which I can’t find an explanation for. Then there’s something about recycling the lists every six years. This is above my pay grade. Can anyone offer further explanation and help educate the rest of us?
By the way, when they run out of names, they start using the Greek Alphabet. But seriously, why can’t they just add some new names?
